The link below is to a lawyer's blog that does a pretty good job at detailing what the application process will be like and how "economic necessity" is defined by current laws.

"In summary, deferred action applicants will need to submit evidence that their income falls below the federal poverty guidelines to qualify them to also get work authorization."

I believe these are the people that are guarantee to get a job permit:
- someone in college - internship
- someone with a college degree

A high school student will probably not get a work permit unless he proves economic hardship. There's no need to give a work permit yet for a 16 year old kid, for example.

I think you make a valid point here and you just reminded me of something interesting...When a child under say 17 years of age has an Green Card application pending, I wonder whether they are granted work permits in the interim (as they wait for their Green Cards) as their parents are? I doubt it. This might give us some insight into children of a certain age under DACA being granted work permits....I may be completely wrong though.

If you two live together, you would combine both your earnings and see if you meet the poverty level for a two-person household. If you have a kid, you would need to meet the level for a three-person household, and so on and so forth. That information should be easy to find through Google. Anyway, I wouldn't be too worried.

I really hope the call today clears all this up, because regardless of college degree or no college degree a EAD is also a ticket to a drivers license, ID card, social security number and lots more. I'm not trying to sound ungrateful , but who here would want to be granted deferred action but not a EAD?

I'm still a little confused on the EAD and economic necessity part. What if you live alone, but your only "income" or source of money is your parents? Essentially, you'd be a dependent, right? So will you count yourself as a 1 person household (not listing the money that your parents make) or part of a bigger household (listing the money your parents make)?
