The mailing I label printed had "Waiver of Signature" checked but I still received a delivery confirmation signature scan (USPS Express).

You could either purchase the pre-paid stamps online, or go to the post office for it. Although, if you get the flat-rate envelopes/boxes, you'll be paying for the fixed price no matter what. The boxes are free.
