Do you guys think that an open case for leaving the scene of an accident with minor damage will slow down the process?

I am not sure. I have 2 tickets for being unlicensed. In California, this is a misdemeanor. I also have 1 for unsafe speed which led to a minor accident as well. I paid all of my tickets and I paid all the damages so I think I am fine. In your case, I think you should get your report to see what you have been accused of and then apply if appropriate.

Before I was a little worried because leaving the scene of an accident was being qualified as a big misdeameanor under uscis regulation for DACA, but they took it out.
