You are correct that if you are in a vocational program in lieu of hs or ged, you must show at the time of the request for renewal that you are enrolled in postsecondary education, that you have obtained the employment for which you were trained, or that you have made substantial, measurable progress toward completing the program. However it does not mention anything about hs or college graduates.

Yeah, I agree with nesto. They don't care what job you will get. The ”still in school” mainly applies for GED or similar program. If you already have a HS diploma or GED, you will qualify for a renewal. Period.
