Did anybody else get there I-797C Notice resend with A AR-11 Form?

My cousin doesn't have a mail box except for a P.O Box. so he put my home address for his mailing address the only problem is that on his I-797c Notice was delivered to his home address not the mailing address the post office then returned the letters to Immigration services and they resend the notice to my house with a AR-11 Alien's Change of Address Card from?

no but what they are trying to tell you is if you are going to be mailing stuff elsewhere you need to have that on record. its like your trying to lie to them about where hes living ...its not the case but thats what it looks like to them so now you gotta do more work and do that form too.
