Gil Cedillo had good intentions, but all this bill does is confuse people.
California issued ID/DL to people who previously presented an EAD/I-766. That has been in the books since before.
What Gil Cedillo and the DMV didn't know if USCIS was going to give us SPECIAL EAD's. But they didn't the EAD's we have are the same as everyone else who gets an EAD.
So nothing CHANGED. We still get DL/ID with EAD+SSN.
