Is it going to be fine if I just rent an apartment but withouth living there. Just my bank statement and bills go there. I don't want to leave my job here. So after I get a license in WA I just stop renting and change my address for NYC. Is it possible?

Yeah, take care of it as soon as possible. I recommend you make a friend over there and give him/her some money so you can use his/her address. When your license reaches its expiry, he/she can send you the paper for you to sign it, then send it back to them so they can mail it within the state so there won't be any suspicion. My dad did it the same way when Michigan was giving licenses. We have family over there so we didn't need someone else.
