Well it depends on the state really, the states have some sort of code the highest they give out is 7xx-xx-xxx or something like that. Although if you do get anything higher than 7 from the SSA you can be sure its legitimate and however they stamp the SSN "valid for work with DHS authorization" "not valid for work".
