Once you have a SSN and an ID from your state it should be easy to get a court ordered name change.

I called USCIS because I plan on changing my entire name. They told me that once you get a court order you re-file the I-765 (Application for Employment Authorization) in order to get a replacement card with your new name.

They did tell me to call back when I was in the process of doing that because it might be different for us.

if i get a court ordered name change, do i have to change my name on my passport and expired tourist visa too?

What i don't understand is how can they change my legal name when i am not a permanent resident or citizen?

and when i refile the i 765, do i have to pay 300 dollars again..?

You don't have to change your name on your passport but if possible do so. The process for doing that depends on the country (some might not recognize the court order).

Your state is not immigration, if you have a state ID and SSN you can get a name change. A U.S. state court order is considered a valid name change document to the U.S. Government.

And yes, you would have to pay again to re-file in order to cover the cost of processing and new biometrics.
