If you live or receive mail in Bronx NY, Brooklyn NY, Manhattan NY, Queens NY, Orlando FL (Orange, Osceola and Seminole Counties), Sacramento County CA, Phoenix AZ (Maricopa County and Apache Junction Area), Las Vegas NV, Philadelphia PA, or Greater Twin Cities Metropolitan Area MN, you must apply in-person or by mail to a Social Security Card Center for an original or replacement Social Security card.

If you do not live or receive mail in the areas mentioned above, you can mail or take your Social Security card application and original documents to your local Social Security office.

The social security office takes care of benefits and you go there to get a Social Security Number. They mail it to your home and you get it within a week or two.
Here is the office finder:

I believe that the Card Center is where they make the card, so you're right

I thought that was the case, but my card had a Baltimore Address, unless that is the generic envelope.

I live in CA, and there is Card Center in Sacramento and Las Vegas.
