I know my sister got her TX ID first since she had to wait until Nov. 21 to take driving test.

i think my state requires to give up my ID when I get a license. By the way that's Connecticut

Also, both of them have the same # - so I figure that I could keep one on me, and have to other in the car just in case I forget it.

By California DMV guidelines, if your Legal Presence document (EAD) expires in less than 5 years, you will be given a limited ID and License.

Some people have gotten lucky and have gotten a full term ID which is valid for 6 years and a full term License, which is valid for 5 years.
