Yes you can apply for your Texas ID without a SS#, just make sure you have your EAD and whatever else they require to show Texas residency. It's on the DPS website. Then when you get your SS#, go apply for your license.

When we were at the DMV, we were considering getting an ID also, but were told that it is only valid for the same length as the DL so we didn't see the purpose of getting one.

Well it allows those people that have to wait a while for their SS card to have a state ID card in the meantime. Plus, you also have to wait till your driving test and wait some more for your DL to come in the mail.

(b) The department shall send to the state or province that issued the license:

(1) the surrendered license or a notification that the license has been surrendered; and

Really you don't? At the office here in the valley (harlingen) they asked my brother to take his school id, his last report card, his ssn, and 2 documents with our address. But he's a minor, so I'm sure it's different for adults.

I went today with my EAD, and two proofs of Texas residency that were dated no later than 90 days ago and I got my ID without a single problem. It was so easy. They did not even ask me for my SS#, I left it blank on the application also. They printed out a paper with my photo, ID# and other information that will serve me as a temporary ID while I get my card in the mail. FINALLY, a Texas ID

I went too! The first guy that gave me the form was very nice. Then the lady asked for my ead, birth certificate, social and two bills. I gave her the ones with my dad's name. She was like is your dad here? no. So she took my daca approved letter and the receipt from the ss office and then she took my picture and that was all My brother's card took 2 weeks.
