Yes, I think there is a difference between being a co-signer and being on the account. As a co-signer you have equal access to the account and equal responsibility in paying the account, but as someone under the account the person in charge is still responsible for the account.

For Macy', My bro just got one. I was there when he applied. He is younger than me and is a student. But on the plus side a Citizen. He only makes 10,000 a year. But he opened his first credit card through the bank, and has always paid it in full. So Macy's gave it to him. How I was able to get one is that I had a Wells Fargo Account for a long time. I opened whats called a CD (type of savings account to pay for grad school) and that is when I showed them my passport. So, about a year later. The bank teller told me that my ssn was good and that my passport was a good enough of an ID. So, they gave me college credit card. I told her that I though I couldn't get one. She said everything is fine. So, yeah. I've had an account with them for a long time though. like almost 10 years.
