problem help !!

My cousin is very sad because he qualifies for daca but the only problem is that he is under age and his parents been separated for years and his dad is in jail but dosent know which one in Houston and he's been trying to get his consular id or passport but can't get it because he needs his dads signature so my question is does he need the consular id or passport or is he good with just his school id and birth certificate anyone know help please !

Yes we have he just wasent sure he could apply bc of the Id problem with biometrics since he only has school id n birth certificate hes 17 still in high school

Yeah School ID will suffice alone with Birthcetifcate and if anything, he can try getting his matricula or passport if he tells them he needs it for DACA purposes they might understand
