Same thing with my sister's case. She got the RFE notice online on December 15 and she hasn't received it since. I called USCIS on the 1st of January and put in a Service Request. I called in again today to see if there was an update and they told me that I have to wait 15 days before they can check the response to the Service Request.
I don't understand what's so damn difficult about re-sending the notice if it was never delivered.
RFE's aren't always sent out because of insufficient evidence. Sometimes evidence that you sent in gets overlooked and you get RFEd for that. I know for sure I sent in documents covering all of the requirements for my sister's case and she still got the RFE for unknown reasons.

I think they give you a couple of months to respond to an RFE.
