He was here on a cultural visa/work exchange program. That is what J visas are. The question is if that counts as establishing residency or a visit. That is up to USCIS to decide. The issue I have that has not been addressed is the unnecessary complaining and the posting of the USCIS complaint line.

I arrived when I was 11, left to México when I was 17(from may 15 2004-June 16 2004) would I be denied? :'(

You are fine. Arrived before the age of 16 and continuously resided in the U.S. for 6 years before having a short and brief departure.
