The rate of approval has been going up, not down.
You should try reading the letter that Congress sent to USCIS demanding an explanation to why there have been so few denials.

It takes approximately 7 to 10 business days after we verify your immigration documents with the Department of Homeland Services (DHS) before we can assign you a Social Security number. After receiving verification from DHS, we will mail your Social Security card. In most cases, we can verify your documents within two weeks with DHS online.
