strange question on employment application

I have a quick question for you guys. I'm applying for a job and one of the questions it asks is: "Have you ever been excluded from providing service for federally funded programs?"
I know we're not eligible for federally funded programs (ie FAFSA et al), but I don't think this question is asking if I'm eligible for federal programs. I'm not sure what to answer because I'm not entirely sure what they're asking.
Anyone have a similar question pop up on an employment app?

Is this a job with the school? If it is talk to the school HR because some people have had troubles with their DACA.

they're not asking if you qualify for fafsa, it's completely different. your employers don't care if you qualify for financial aid, they care about your social security number and your legal status to work. if you are excluded from what they're talking about so put "no."

Put no, because if you never apply for federal funded programs, technically they didn't go through the process of denying/excluding you.

That question is not that unusual if its part of the set of questions in applications I've seen while applying. It does not relate to FAFSA, it relates to federal help like cash payments, welfare, and other programs.

Sometimes answering the question is optional too.

thanks for your responses. the reason it caught me off guard was because it's right next to the the questions about if i have a criminal history and stuff like that.
