I will be helping a friend of mine apply, but it will take them some time to come up with the money and evidence. I just want to make sure.

I would try to do it as quickly as possible. If CIR passes, most likely everyone that got approved for this program will go a different path to get to citizenship (quicker). Better do it now rather than be stuck in two possible applications.
