He did not "get into ROTC" - The Reserve Officer Training Corps is an actual group consisting of cadets and you must be an eligible person to become a cadet and be "in it".

What your friend might have done is taken ROTC Basic courses, but that is a HUGE difference - both legally and semantically! Being part of ROTC refers to a trainee either that has either signed a 4-year scholarship deal or being at a point where their legal requirement to serve actually kicks in.

ROTC basic courses taken during the first year or two years (depending on school and even candidate's preparation) and are provided by colleges and universities themselves, and they will typically let all students take these classes if they offer to pay for them out of their own pocket. These courses offer no benefits whatsoever to students who are not planning to seek an full commission as an officer.

On the other hand, The ROTC Advanced Course - completed during cadets' junior and senior years - is supervised directly by the specific branch of the Armed Forces, and includes substantial amount of field training. As the military spends a boatload training these cadets, they all have to sign a binding agreement requiring them to serve for 8 years as officers in the United States Armed Forces upon receiving their commission! US Citizenship is mandatory and it will be checked, double-checked and triple checked before your first ROTC advanced session! ROTC as non-citizen
