What if I got approved for DACA but did not get work permit approved? Can I still get a driver's license in California?

Yes you can.

You would have to take your letter of denial for the I-765 to a Social Security Administration office and have them write you a letter stating that you aren't eligible for an SSN because you were denied an EAD. You can then take your I-821D approval and the letter from the SSA to the DMV and get an ID and DL.

You won't be able to use it if you are denied for a work permit because you have to get a new one that says "valid for work with dhs authorization"
