NO. we would receive a visa that would be valid for 5 yrs. after those 5 yrs, if you have met the requirements then you can apply for a green card and once you have your green card (who knows how long the wait would be) you can apply for citizenship.

i saw this online and granted that there are still a BUNCH of BS amendments that are being argued about, this is the most simplest way of looking at CIR.

would this mean then that we still can't get financial aid for school and stuff like now? I mean during those 5 years that we have the visa prior to getting the green card

Don't count on federal financial aid, and thinking that we should get it at all sets a bad precedent and is used by our opposition all too frequently.

Federal financial aid is not what you may think it is. It is an investment made by the federal government in a student, with hopes that they will be able to make more money and thus repay the given funds through higher tax obligations and thus sponsor the next wave of college students. We present a challenge, as there is no way to guarantee we will actually stay in the United States given our strong foreign ties.

You could argue for state financial aid, as this makes more sense and there are even some states that offer it to undocumented students already, but federal aid is a no-go in my opinion.

You will be better off going to a less expensive state school, and applying for as many scholarships and grants as possible.

In my opinion, we've been lucky enough to have states grant resident tuition and offer some state financial aid. Asking for federal aid is pushing it.
