This article was over at cosa and I figured i'd post it here b/c it had some encouraging information:

Kennedy takes lead as McCain steps back

http://www.irishecho.com/newspaper/story.cfm?id=18351

Quote:
According to sources, Kennedy, who is describing his own position as "determined," is this week moving to present a reform bill to the Senate Judiciary Committee and has been given the green light to do so by its chairman, Senator Patrick Leahy.
that's good news because before Leahy had been very hesistant until there was enough support by President and Republicans

Quote:
The committee, which now has a Democratic majority, will consider Kennedy's bill "shortly," according to one source.
who knows what 'shortly' means, but oh well...

Quote:
After the Echo went to press Tuesday, Senator Kennedy released a statement expressing support for the Flake/Gutierrez reform bill in the House.

"I applaud my friends Rep. Flake and Gutierrez for moving forward on immigration reform and introducing their bill on Thursday," Kennedy said.

"They are our valued partners in this effort to forge a tough but fair bill that strikes the right balance between protecting our security, strengthening our economy, and enacting laws that uphold our humanity.

"While we're still negotiating in the Senate, I'm optimistic that soon we will have legislation and I'm determined to make 2007 the year that we fix our broken system. The American people have waited long enough."

Quote:
Two lawmakers will fire the opening salvo in this year's immigration debate Thursday when they introduce the first House bill in many years to call for citizenship for illegal immigrants.
Quote:
Illegal immigrants would be eligible for legalization if they arrived in the U.S. before June 1, 2006. They would have to pay a $2,000 fine and back taxes, and pass background and security checks. If after six years they have learned English and civics, kept a clean record, and the head of household has left and reentered the U.S. legally, they could become legal permanent residents, a step toward citizenship.

Unlike a Senate bill passed last year, those leaving the U.S. would not have to go to their home countries, but could travel to Canada or Mexico. Exceptions to the requirement would be made for children, the elderly, single heads of households, business owners and those in military service.
And most importantly:

Quote:
The bill incorporates the "Dream Act," which would allow illegal immigrants to pay in-state rates for college tuition and give those brought to the United States as youngsters a way to gain citizenship.

So does the leaving-the country measure only apply to Mexican and Canadians nationals?

yea...its for everybody. shusterman.com had 4 page summary for the text of Strive act. The logistics of how its going to work, i don't think has been worked out yet or at least released. this is the only information so far that i could find:

Quote:
TITLE VI: EARNED LEGALIZATION FOR QUALIFIED, HARDWORKING INDIVIDUALS

Requirements for Earned Citizenship:

Meet a “Legal Reentry” requirement during the six-year period in conditional nonimmigrant status but no later than 90 days before filing an application for adjustment to lawful permanent resident status. Paperwork processing is performed in the U.S. An exit and re-entry through any port-of-entry is required. Limited exceptions apply.
then it says:

Quote:
Title VI also includes the DREAM Act of 2007 and AgJOBS Act of 2007.
so I think if you qualify under DREAM Act you don't have to leave?

Pelosi Statement on Introduction of Bipartisan Immigration Reform Bill

WASHINGTON, March 22 /PRNewswire-USNewswire/ -- Speaker Nancy Pelosi
released the following statement today on the introduction of the
Bipartisan Immigration Reform Bill, Security Through Regularized
Immigration and a Vibrant Economy Act of 2007 (STRIVE Act of 2007):
"I applaud today's introduction of the STRIVE Act of 2007. It is a
significant step forward.
"It reflects a strong commitment by a bipartisan group of House Members
toward realistic and comprehensive immigration reform. It provides an
excellent framework for Congress and the President to begin work on the
vital task of immigration reform, collaboratively and on a bipartisan
basis. The President should embrace this framework.
"Our priorities on immigration reform are clear. Our first
responsibility to the American people is their safety. We must secure our
borders and enforce our laws, while also protecting against discrimination
and adhering faithfully to the rule of law. At the same time, we must enact
immigration reform that is humane and honors our American tradition of
being a nation of immigrants and a land of opportunity for all.
"Today, the House has begun the hard work of addressing immigration
reform."
