My brother who is a US citizen petitioned for my mom in February, does anyone know of anyone else in a similar situation or about how long it takes to process?

A couple of years to get approved, then even longer to have a visa available. Possibly more than 10 years.

No not yet all she has gotten is the notice of action saying that they relieved her application. Will they send her a biometrics appointment or is the interview first?

It doesn't take years when it is a USC petitioning a parent. My brother who is a USC petitioned my mom 3 years ago and she received everything within 5 months. We are visa overstays. I know for EWI it is a different case, not too sure how it works when you are EWI.

Family Based

Some relatives of U.S. citizens, known as immediate relatives, do not have to wait for a visa to become available. There is no limit to the number of visas that can be utilized in this category in a particular year. Immediate relatives include:

Parents of a U.S. citizen
Spouses of a U.S. citizen
Unmarried children under the age of 21 of a U.S. citizen

You're right. I was thinking Permanent Resident only.
