If you have a work permit you will be able to get your DL like anybody else.

Basically, the bill was to allow dreamers to apply for an ID and DL with just their I-821D alone.

That was vetoed by the governor. Current Florida law states that you can apply for an ID or DL if you have an EAD and SSN, therefore if you're approved for your I-765, you will be fine.

I'm from fl. He actually vetoed a bill, not make one. It WOULD have let a deffered action approval serve as proof of legal presence thus letting you obtain a FL license. So because he vetoed that bill, the requirements stayed the same. All you need is your country's passport, original brith certificate, EAD, social security card or paystub with your number, and 2 proofs of FL residency.
