Wait a second, when you marry a USC you only wait 3 years front he day you got your green card. So if you got your conditional residency 08/01/2013 then you can become a USC as of 08/01/2016. The 5 year rule does not apply to spouse of USC citizens.
I personally believe that 3 years is too long, 2 years should be enough

I know,but USCIS is not instant on paperwork and they also have their own timelines when dealing with applications.I'm talking about from an undocumented start until the individual takes the Oath.

Actually those types of applications are processed fairly quickly from what I've seen in my recent affairs with immigration offices and lawyers. Should be two months wait for initial paper work response and another 3 to 5 months for an interview date so it should be under 4 yrs. However, as we have seen from some DACA cases, there are some that seem to take forever so it's hard to pinpoint an exact time frame but the majority should be under 4 yrs.

Yes, you can apply for financial aid right after receiving your PR status. I don't get financial aid, but that has nothing to do with being a PR. I live in Illinois.
