Let's just say boehner doesn't allow the senate bill to come to the floor and then the house tries to do their bill but never finish it. What happens then? When does the bill HAVE to go to conference? And can boehner stop that?

I think boehner has the option to let the house vote on the bill if it has majority support of the house. If he doesn't let a vote on it i think it becomes dead.

It dies, Boehner will be nuts to bring senate bill with less than one third of the house Republicans supporting it.

Boehner has tweaked the 'Hastert rule' a bit.He is saying no bill or conference report will get to the House floor unless it has the majority of BOTH parites.

It is obvious the House is the most polarizing of the congressional bodies and thus immigration[I think] is effectively killed for the 113th Congress.The only way I think he would probably bring it up is due only to public outrage at the moment OR their own internal polls suggest they will loose their House majority!!!

Immigration reform basically dies.

Boehner has said he will not bring the Senate bill to the floor. He has said that the House will come up with their own bill that the majority of Republican will support.

If he brings the Senate bill to the House floor he is risking a Republican revolt and putting in jeopardy his speakership.

If he were to bring a House bill to a vote, and that passed, I assume the Senate would then need to vote on it.

Do we know the chances of the Senate voting on and passing a House CIR bill? Or will it probably never get to that point?
