Here is why: The Democrats including Harry Reid want to delay the CIR for as LONG as possible. They just want to keep it as an issue, so that they continue to win. They do not want the RESULTS. That is why they keep finding grounds for blaming the Republicans.

In fact, in as early as 2006, Harry Reid knew that a CIR bill cannot originate from the Senate. And he knows well that a CIR bill that includes revenue can only originate from the House to be constitutional. But he does not care! He is a good performer and director. So, he directs this year's CIR show in a smart way that works for the Democrats.

Being well aware of the fact that the bill is unconstitutional from day ONE, he continues to do his CIR show all the way through the end. But when the show is over in the senate, he does not even let the House have the bill. And at the same time, he blames the Republicans in the House for not acting on the senate bill which he never delivers to the House and which he knew is unconstitutional in as early as 2006.
I'm very aware. Lets not forget some of these guys are brilliant politicians. It's all part of the strategy but at the same time if the repubes were to get their shit together they would pass it. It's not like the repubes are willing and democrats just keep performing like they're on broadway. Also please don't forget, some of these democrats, the immigration issue isn't even a key for them to get votes because some of them are from states with not many Latinos or advocates for CIR and don't forget some of these guys are very old and are going to retire soon, possibly by the end or their term so some of these guys aren't even running again.
