On January 27, 2013, the governor signed Senate Bill 957 into law, establishing a new temporary visitor driver’s license (TVDL) for undocumented immigrants. Applicants may begin applying for TVDLs approximately 10 months from this date.

The law specifically provides for a 10-month period for the Secretary of State's office to develop procedures for implementation of the legislation, such as what documents the applicant must present and which facilities will be issuing TVDLs to undocumented immigrants. The goal of the office is to ensure the program is implemented in a way that improves traffic safety, underscores the importance of driver's license integrity and security, and provides the highest level of customer service.

A reg IL DL is valid for 5 years and not 4 like stated above. Also anyone with DACA can apply for a regular term DL.

A license is not 5 yrs from the date you go get it. It expires on your birthday meaning you can get it for 4 yrs and 1 day or 4yrs and 364 days. If you get it exactly on your birthday you maximize its period of validity. A license in effect can never be 5 yrs because that would be improper counting unless in a leap year and under the wrong assumption that a year is exactly 365 days.

My lic is valid from 06/2013- 04/2018 so maybe not quite 5 years but very close to it. Do you have an IL DL?

You are exactly right. They expire on your birthday, so minimal is 4 years, but never exactly 5 years. Should say from 4-5 years depending on your birthday.

You can renew before your birthday as well so it would be 5 full years and some days.

I think remember reading a USCIS issue document saying people with DACA their DL expire the same date their EAD do.
