Could we apply for affordable housing?

I understand that we cannot apply for government assistance like welfare and all that, but does affordable housing fall under that same topic? I'm currently homeless living with a friend so I need to find my own place but my job doesn't offer me many hours. Currently trying to find a second job but that still wouldn't be enough to pay for my own apartment or studio at a full price.
