need to get a photo I'd but no ssn??

I am asking this question for my older sister who has mental illness and need to obtainaa photo I'd in Az in attempt to apply for services. She had a expired I'D card from Az but they won't renew it unless she can show legal status (which she cant).

I want to know if other states gives photo identification card without ssn or docs to show legal presence. Her I-94 was taken years ago and only has a passport. Thank you in advance for all inputs!!

There are other branches of govt. help that extends aid to disabled individuals even if they are out of status or regardless of once status.

That would be great. But I live in AZ and we all know what that means. Do you have any suggestion or links I can look to?
