Drivers LICENSE in blythe California if i live in AZ

I heard that some people have been able to get a drivers license with their arizona address in Blythe California. Have any of you gotten one with an az address? if so how? and what did you do or say to have them give it to you?

As far the law goes, you need to have a cali address and some proof like utilities. What some people do is get friends or families to get them to add them to their stuff and get it theought there. This is what you have heard.
