A family friend was robbed at gun point outside of her house at night. Long story short, she's in the process of obtaining her U-Visa. There is no way that you can prove whether the attacker was a U.S. citizen or not.

Its not. Read up on VAWA and U-visa, two different process for victims one gives you straight resident status and the other work permit and after 3 years you can apply to become a permanent resident.

As for your mothers case, i am not sure why they wouldnt give her the docs if said records are public records. I suggest you guys get the record number and go to the court house and get the records what you need is the Arrest Affidavit and Disposition (Judgment) record. With that an attorney will be able to tell you whether or not a Uvisa can be possible, theres no time limit so if this happened years ago its still possible as long as your mother helped in the investigation/prosecution.

Not to long ago my moms friend got beat up by a someone. Not sure if it was her bf or someone else. She's is the process of getting the u visa. By the way, her bf is not a us citizen.
