What waiver are they talking about? The 10 year ban waiver? Doesn't it mean that people don't need to go back to their country to apply if he/she has a pending visa application?

Did you click the link and read it? It's from the White House. You have DACA - this is for NEW beneficiaries of Deferred Action. DACA isn't going anywhere.
