1- The requirement of being in the US on or before 01/01/2010 is set in stone and it sucks that your friend missed it by a few days but he will be required to provide evidence of each of the requirements under this new process.

2- Advance paroled for humanitarian reasons has been safe for a couple of years now, the new memo just confirms it.

3-Since your DACA expired in 2016, when you file for your renewal your new work permit will be valid for 3 yrs.

Yeah, the rules are before on on January 1st. Honestly, if it was me and I had everything else, id give it a try. But seeing how strict USCIS can be, its hard to tell you to tell her to go for it.

1. A friend of mine has a US citizen child, but she arrived on Jan 15, 2010. Will this negate her eligibility to apply for the DA for parents? Is USCIS unmovable on dates of residency since?
Yes, USCIS is unmovable on the dates. If you entered past the designated date you are out of luck. There is no wiggle room, we there were people who missed the date by a few days and they were denied.
2. My own DACA has been approved until Oct 2016. I'm looking to get AP to see my grandmother who I have not seen in 14 years. She raised me and this is my last chance.
Does this executive action relieve us to travel with AP without any worry for humanitarian purposes?
Unknown, until the specific regulations of that are revealed and implemented you need the valid reason in order to get AP. Every old person has some health problems and uscis is relatively lenient with that.
3. Does our current DACA/EAD get automatically extended 3 years or only when we renew?
Currently all DACA requests pending as of the date of the announcement will be issued for 3 years. In regards to those that were approved before the announcement date, USCIS is investigating options of extending them.

I greatly appreciate your guidance and answers. Thanks all
My responses are in red.
