To answer anyone's questions who's cases got transferred, for example... If your case was at Vermont service center then got transferred to Nebraska service center, then it would be Nebraska service center who approved your last EAD Card.

I decided to go with Vermont Service Center, I read again the question, and the question asks "Have you ever before applied for employment authorization from USCIS?" Which USCIS office?

Since I applied to Vermont Service Center, even though later it got transferred and it was Nebraska center granted the EAD.

you should have put Nebraska because Nebraska has your info on your last EAD card they issued your last EAD card, i hope you dont run into any problems and if you do you would get issued a RFE. good luck.

It really doesn't matter which one since they have records of those. Having put a front and back copy of your EAD will give them more than enough information to verify your profile and make a decision on your application
