Regarding penalty for being not insured

Hey guys,

I have daca, but I don't have health insurance. Also, I am currently working with the EAD.

Will I be charged a penalty for not having health insurance? I was told by my school adviser that anyone with a social security number will be flagged by IRS and reported, so that they will be hit with the penalty if they don't have health insurance.

What about my parents who are filing with ITIN and don't have health insurances?

Yes it is. We're not covered by the ACA and we're not required to have health insurance. We would apply for the exemption on our taxes (or parents would file exemption if you're a dependent)

Question: Can DACA beneficiaries working with the EAD get ANTHEM Health Plans Insurance and also be enrolled to make HSA Contributions... Or, is US Citizenship and/or Legal Permanent Residency required?
