It isn't a replacement if you have reported this to the police then that number that is marked there will no longer have any consequences towards you anymore. They can use your EAD for all sorts of crime but it won't come back and hunt you anymore since you have made a police report as stole. Basically that number it's no good anymore. And thus the copies you have are no longer valid at all since it was reported stolen and lost. The moment you told uscis and made a police report you lost your EAD status now and are not able to work until you have replaced it. They're not sprinting a new EAD card they're assigning you a new number case to your card. It would be silly of them to just hand you basically the same card that has been deported stolen. It's why it's costing you that much to replace it. Think about this for a minute. Now SSN is more complicated to replace since you need to actually prove someone is using your number and they won't assign you a new number until you do. If EAD works like this then you won't see the damages until it's too late. Luckily you made a police report in time.

Shit happens. Just be thankful you CAN apply again instead of asking for a freebie, you illegal you. Really, did you forget how you got here with the DACA? How is it their fault? It's a self supporting system that doesn't use tax payer money.

Someone followed my relative from the bank after cashing a $2000 check (he needed cash) and in 5 minutes stole the entire money. Some lessons hurt more than others.

That's USCIS for you! They already make the process hard as it is. As much as it sucks, I would just give them their money and call that a day. Just when you think the worst can happen, you're out $500 and waiting for a new card. Yup, that's life.
