Does anybody know how to get it if you're on a expired Visa and have over stayed in USA? I'm ready to pay for it, and everything. I will greatly appreciate it if anybody could show me the path to get it, you can PM me and post here. I'm dying to drive legally in USA

my dad has a drivers license from Washington, we live in CA, but it has helped him a lot. Thanks to that he could get his insurance, and he was stopped once by the police, but they didnt do anything to him cause he showed that license....

he only used his birth certificate and his passport..thats how he got it.
