As an ex CA DMV employee, regardless of ur immigration status if a person has a SSN they need to provide it to the department, when some is applying for AB60 they sign the affidavit, if they have a ssn they can still get AB60 DL, if a person lose status they go to DMV and ask for AB60 conversion, but still need to provide SSN, as for getting regular DL once ur EAD expires will not happen, every time a DL is issued it checks USCIS records, if USCIS docs are expired nothing will be issued

The reason why your license expires on 2017 is because we have to go back in and pay for the new license. that's all... everybody has to pay after the 5 year mark.

My neighbor has a legitimate ssn but he is not authorized to work and he keeps getting his license renewed without problem. He has been renewing it for over 16 years.

It's sad to say but some people back in the days purchased good ssn, and when they applied for a DL they could had used a fake Birth Certificate, as long as the name verify with the ssn the person would keep on getting a DL
