Can a California attorney general sue if it is not done the correct way? If I remember correctly, wasn't that the issue Texas used to sue obama over DAPA/eDACA.

I have no idea about the specifics with California and their driver's licenses'/ IDs and if they are subsidized or not.

Theoretically, California could in theory file a lawsuit, but the 9th Circuit would be more liberal. In addition, they may seek to block the administration from cancelling the program.
