Yes, it is a backup. But it's looking like they might pass it whether he keeps it or not. That way Trump can say he canceled the program, and keep us safe too.

and yes i believe you can travel abroad with bridge act. its TPS and its a law passed by legislative branch.

daca is not a status. it just basically says we are not accruing unlawful prescence. legal status can only granted by congress it means we are here legally.
