I would guess that there'd be some visa-overstayers in Hawaii.

And maybe some Pacific Islander/Asian illegal immigrants.

Btw, while we all agree that driving is a necessity, we really do NOT encourage fraud [which is exactly what this would be if you are planning on using someone else's address in another state to obtain a DL] on this forum. If you can, please look to other means for transportation [the public transit system, while incredibly crappy, is an option]. I personally have to take a bus that takes about 2-3 hours to get to some place that would take me 20 minutes to get to if I had a car.
