has never been under a final order of exclusion, deportation, or removal unless the alien has remained in the United States under color of law after such order's issuance or received the order before attaining the age of 18.

So, if you had removal but stayed in the USA under the color of law until you're 18 then you should be fine?

Or is this saying: if got a removal order before 18 but remained here, tben you're good to go.

^This. You have to show your support. It will not help if the famous dreamers and the known organizations "representing" us start bashing the guy's efforts. Any org or dreamer who criticizes Curbelo at this point does so because of his partisan affiliation and ideology. You cannot stomach the fact that a conservative/Republican is actually trying to help. Any policy reasons that are given to voice your opposition is just a load of crap because we all know you would be advocating the bill if a Democrat, like Durbin, introduced it.

Not all Republicans are assholes. It's unfortunate that most do not like us, but some actually want to help us. Give the guy credit. It doesn't mean you will have to vote Republican. If you are a liberal, it doesn't mean you have to turn your back on your ideology and progressive values. Rep. Curbelo is trying to help. The man invested his sweet time to write it. Evidently, writing a piece of legislation to help us is not an easy task. Read the bill.

The clause is saying if you received the order ( order being - exclusion, deportation, removal) or order was issued, before you reached 18, then you're fine. So I guess anyone above 18 with a removal order is left out?

I am not sure if this correct I may be interpreting this wrong

However : the bill also said DHS to cancel removal - but it doesn't use the word removal order. I think this part means people eligible for bill would not be in ICE priority anymore. We are still in ICEs priority list, just at the bottom.

"DHS to cancel removal" this does NOT mean if you're above 18 and have a removal
Order then DHS will cancel it as it would against the requirements.

It also waves grounds of inadmissibility. by purposely leaving out sections of the INA that deal with re entrants and crap like that.

All the Rep. bills (bridge, enlist, RACA) are similar. Unfortunately we are not in a position to negotiate and we have to take whatever is given to us. I can see why UWD showed some opposition, as the provisions to be enrolled in school and employed are sometimes hard to meet, as some fellow dreamers have mentioned here. Some people are able to pay for school, some are not. Some people are able to land a job in their careers, some are not, or might get laid off. But with a Rep. government, nothing else we can do but hop on that RACA train.
