Here's the in state tuition section of DREAM:

SEC. 3. RESTORATION OF STATE OPTION TO DETERMINE RESIDENCY FOR PURPOSES OF HIGHER EDUCATION BENEFITS.

(a) In General- Section 505 of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (8 U.S.C. 1623) is repealed.

(b) Effective Date- The repeal under subsection (a) shall take effect as if included in the enactment of the Illegal Immigration Reform and Immigrant
Responsibility Act of 1996 (division C of Public Law 104-208; 110 Stat. 3009-546).
The current version of DREAM eliminates a provision in a 1996 immigration law that bans in state tuition to undocumented immigrants. If DREAM passes with this section intact, states will be able to decide for themselves whether to offer in state tuition.

DREAM makes us conditional residents and we wont be undocumented anymore. With conditional residency, we become legal residents of the state we live in and would qualify for in state. If you move to another state, you would have to pay out of state in public universities but can pay in state once you have lived in your new state for 6 months (or however long the states says it takes to become residents of the state).

really?! then thats taken care of. i think they should take the grant out (there is grant included right?) and people writing articles and stuff should stress the fact that whether giving instate tuition is up to the states. they usually just write "gives instate to illegal children". whenever i read the anti comments in the articles, they always misunderstand the dream act and think that its going to give instate to the undocumented students' choice of any college of any state they wish..which is a really stupid misconception..i mean, come on!! they should get their facts straight.
I think thats already taken out... we wont qualify for grants, only work-study and loans.

What if you have to finish your degree (4 years) instead of two years to qualify for conditional residency? I think Cornyn had issues with the 2 year college deal.

Also, DMan is right. DREAM wont let us qualify for federal grants, just work study programs and federal loans.

WTH?!?!

let me get this straight:

so if DREAM ACT already has a part in the bill that specifically states that the STATES can decide whether to give instate or not (ten states already gives instate)

and if it doesnt give any sort of grants to undocumented...

then why does the opposing group always talk about how they take money from citizens..etc? im really tired of fallacious arguments made by the anti groups. also, if they really care about their soldiers in iraq, they should support the dream act. because if more people is enlisted in the army, then the same people wouldnt have to stay in iraq for so long.

well, if everything is taken care of, i think they should add the age limit!

That would almost force you to go to school full time considering we have six years to complete that 4 year degree. some ppl dont have the time or the money specially if we have to pay out-of-state. with that being said it would also be fine with me. i would work my ass off to pay for school and study me ass off to get the degree just to be given legal status. even if i only get like 3 hours of sleep a night for 4 years.

I doubt they will since a lot of DREAMies would like to opt for technical schooling which are typically 2 year degrees.

I do think that the only "change" that was made was the same change in CIR: the 30 yr. old age limit. Of course, that's just my opinion; no one quote me on that lol.

no, you qualify already. If I remember correctly, you don't get a conditional 6 yr residency, instead you just have to meet the other requirements and then you get permanent residency.
