The average approval rate for the professional waivers are 70% and it gets better if you get a good lawyer.

It's a proposal that doesn't have a chance to be passed. Also, if it does then everybody knows a bill will look entirely different in its final stages due to amendments that will be put on it.

Cutting down provisional waivers is not included with the RAISE ACT law.

the issue here is immigrants are getting nothing in return. tack onto it CIR-lite or daca and we can talk about closing the few legitimate ways to make it into this country.
