Looks like the Breitbart articles got to him a little...They have been bashing him on making a "DACA deal" with Dems, providing amnesty and covering over 3 million people thorugh chain migration.

My brother (American born citizen) is turning 21 next year and will sponsor my mom for a residency. If the RAISE act passed would it affect her?

Yes, RAISE Act limits who you can sponsor, I believe it's only spouses of Citizens and children under 21 that can be sponsored.
