Many of the deportees are taken to Mexico with no form of ID. I've heard border towns in Mexico use the detention center ID's as a form of identification.

However, to get past TSA I think the person will need some sort of State Issued ID or the Mexican passport.

He has 4 children that he left behind, who are now adults and wants to see them. He doesn't have a path to become a legal resident or anyone to file a petition for him so he feels that's what he needs to do at this time.

So how does the 10 year ban get triggered? Won't he be detained by ICE regardless?

The airplane company won't let you board a plane unless you have a passport. Only exception are domestic flights that you can do on a state ID.

So he will need a passport to fly back to Mexico. Regarding ground travel, I have no idea what documents Mexico takes.
