What's a discharge petition?

Even if it passes the President would probably not sign it because no border security

Normally bills can only come out to the floor if they pass through committee. Since this is generally controlled by the majority party, only bills that are supported by a majority of the majority party tend to make it out of committee (unspoken 'Hassert rule'). A discharge petition requires a majority of house members to support which 'discharges' a bill from committee directly to the floor for discussion and possibly a vote.

What is the whole purpose of this? Republicans, including Trump, want border security/enforcement or no deal.
