Yes that's quite prevalent when companies hire new employees.
But in OP's situation- she/he is currently employed by the company and was promised a transfer to another department. The facts she/he provided indicate that the delay is due to his Daca and the internal recruiter needs add'l permission from management to approve the transfer.
